Born in Peshawar in 1964, Maulana Rehmatullah studied up to the intermediate level initially at Islamia Collegiate and then Islamia College Peshawar. He later switched to religious studies and completed the eight year Wifaqul Madaris degree course from Darul Uloom Sarhad, Peshawar and the Shah Faisal seminary in Peshawar Cantt., which is managed by former JUI MNA Maulana Hasanjan. In 1990-91, he completed his MA in Islamiat from Peshawar University. Maulana Rehmatullah's family runs a madrassa in its native Tahkal village, Peshawar, by the name of Darul Uloom Rehmania. He has been the madrassah's administrator for quite some time and still devotes a couple of hours a day to teaching. The rest of his time is spent looking after the family's hardware business. Though a long time JUI-F sympathizer, he never held an official position nor did he participate in the party's various public campaigns over the years. He did not apply for a party ticket but was nominated by the JUI-F for the National Assembly on the insistence of his former teacher Maulana Hasanjan.
